Understand your risk and get ready

If there is a major flood in this area, the Emu River and Cooee Creek could flood houses, businesses and roads, including the Bass Highway.

In Cooee, properties on the Bass Highway, Thirkell St and Turrung St are most at risk of flooding
In Burnie, the Emu River could flood Fern Glade Rd and the Bass Highway bridge

If there is heavy local rain the creeks in this area can flood, impacting many parts of Burnie CBD and surrounding areas. This is known as flash flooding. Flash flooding means there can be little specific warning beyond forecasts for heavy rain or severe weather.

The creeks that could cause flooding to properties and roadways include:

Messengers Creek, in East Cam
Shorewell Creek in Parklands
Whalebone Creek in Hillcrest and Burnie
Romaine Creek in South Burnie.

The maps in this guide show the level of flooding that has a 1% chance of happening any year. You are likely to experience flooding such as that shown in the maps in your lifetime. Tasmanians need to prepare for flood events that may not happen often as well as the minor flooding they may have experienced.

Even if your home is not inundated, you should be prepared for isolation plus potential power and telecommunications outages. The Bass Highway may be cut at Cooee and South Burnie during a major flood event. This includes access to the region’s main hospital from areas to the east. Travel in the area is likely to be difficult or impossible until roads are clear. If you are safe at home or elsewhere, it is usually best you stay where you are until the flooding subsides, unless there is an emergency. If you need to evacuate, you should leave early, before flood waters rise.

If you may be isolated and you must have access to services, you may need to evacuate early.

Floods like the one shown in the maps, or worse, will occur again. No two floods are the same.

If you live in a low-lying area or near a watercourse, your house may flood. Even if your home is safe, you may need to detour around flooded areas or your road access may be cut. Never drive into or enter flood waters. Roads and bridges may be washed out or unsafe. Avoid travel during floods.

Knowing what to do can save your life and help protect your property. Having a Home Emergency Plan is one of the best ways to prepare. Decide on weather and rainfall triggers for when to act.

Bureau of Meteorology Forecasts, Warnings, and Observations

The Bureau issues a Flood Warning, Severe Weather Warning and/or Thunderstorm Warning for heavy rainfall that may lead to flash flooding whenever heavy rain is expected in an area. The time between the warning andheavy rain occurring can vary from an hour to 24 hours or more.

There are no formal flood warning river levels for the waterways in this plan.

Rainfall Observations at Burnie (Park Grove), Lower Ridgely and Wynyard Airport can indicate possible flood risks. Given the very short warning times, it is best to act on the predictive BoM warnings rather than wait for any flood alerts during rainfall.

The N.W. Tasmania (West Takone) radar is useful to be aware in real-time where heavy rainfall is falling. Radar Rainfall estimates can also fill in gaps in areas where there are no rainfall stations.

Flood levels

While no two floods are the same, the following describes what you can expect at different flood levels around the area. Even if your property is not flooded, you need to think about access. Different levels of rainfall can cause flooding depending on its intensity, duration, how wet the ground is beforehand and where the rain falls.

A minor flood can inundate low lying parkland, streets, orchards and other farmland. Stock should be moved for their safety and vehicles/machinery parked on higher ground.

Jones Street, North Terrace and Marine Terrace in the Burnie CBD may be flooded, as well as Turrung Street in Cooee and Linton Street in Upper Burnie.

There is more extensive flooding of agricultural land and some buildings may be impacted to above floor height. Some properties may be isolated for a few hours as minor roads become flooded.

There is at least a 2% chance in any year of major flooding that can flood homes and other buildings in parts of Cooee and the suburbs and CBD of Burnie. In surrounding agricultural areas, most flooding will affect roadways only. This could lead to isolation for some areas.

This level of flooding could be as a result of about 76mm of rain over 6 hours around Park Grove in Burnie for example. Flooding can close the Bass Highway at several locations plus impact low lying properties in areas such as:

In Cooee, Cooee Creek could flood along the Bass Highway, closing the road and flooding businesses throughout the area, including the medical clinic. Flooding on Turrung Street and Cambria Street could be deep and hazardous. If heavy rain is falling directly on this area, it could cause extensive flash flooding
Flooding in Romaine Creek could close the Bass Highway and flood buildings in South Burnie
Cooee Creek in Park Grove would flood West Mooreville Road
Roads and properties in the flow paths of Shorewell Creek, Whalebone Creek and Romaine Creek may be flooded if there is heavy local rain
The Emu River could flood Fern Glade Road
In urban areas flooding can be affected by

Avoid travelling during storms and after storms

The maps show potential flooding risks from consistent levels of rainfall across catchments, such as a 1% Annual Exceedance Probability (AEP). In flooding events, rainfall is likely to be more inconsistent across a catchment, so these flood maps should be considered indicative only. The mapped areas of flood risk show higher probability of inundation. Other areas have lower probability of flooding, but in severe and rare events (rarer than 1% AEP), other lower areas may be also at risk of inundation.
