{"id":9332,"date":"2025-03-06T15:35:27","date_gmt":"2025-03-06T04:35:27","guid":{"rendered":"https:\/\/www.ses.tas.gov.au\/?page_id=9332"},"modified":"2026-03-23T14:12:29","modified_gmt":"2026-03-23T03:12:29","slug":"reform","status":"publish","type":"page","link":"https:\/\/www.ses.tas.gov.au\/zh_hk\/reform\/","title":{"rendered":"\u6539\u9769"},"content":{"rendered":"<h1 class=\"wp-block-heading\">Tasmania Fire and Emergency Service (TFES) Reforms<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">What are the TFES Reforms, and what is changing?<\/h2>\n\n\n\n<p>The Tasmania Fire and Emergency Service (TFES) Reforms are about supporting our fire and emergency services so that they can continue to keep Tasmanians safe through strategic and well-supported prevention, preparation, response and transition to recovery arrangements.<\/p>\n\n\n\n<p>As outlined in the <a href=\"https:\/\/www.fire.tas.gov.au\/wp-content\/uploads\/2023\/12\/TFS-SES-Strategic-Plan-2024%E2%80%932028.pdf\">TFS-SES Strategic Plan 2024-2028<\/a>, our purpose, vision and mission are focussed on working together as progressive, professional and unified organisations to protect life, property and the environment; and to keep Tasmanian communities safe from, and resilient to, the impacts of fire, flood, storm and other emergencies.<\/p>\n\n\n\n<p>Organisational alignment and TFES implementation are central to achieving our strategic priorities.<\/p>\n\n\n\n<p>The TFES reforms will:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Establish the TFES in legislation, bringing together the SES and TFS onto a common operating platform<\/li>\n\n\n\n<li>Establish the role of Fire and Emergency Services Commissioner (FES Commissioner) in legislation as the operational lead of TFES<\/li>\n\n\n\n<li>Establish the State Fire and Emergency Services Commission (SFESC) as the statutory authority in charge of TFES, with a skills-based board<\/li>\n\n\n\n<li>Continue the TFES as an operational pillar of the Department of Police, Fire and Emergency Management<\/li>\n\n\n\n<li>Establish ongoing consultation forums to brief the SFESC and FES Commissioner on our stakeholder needs<\/li>\n\n\n\n<li>Establish a volunteer charter in legislation<\/li>\n\n\n\n<li>Replace the existing&nbsp;<em>Fire Service Act 1979<\/em>&nbsp;and regulations with contemporary, principles-based legislation, and amend the <em>\u7dca\u6025\u7ba1\u7406\u6cd5 2006<\/em>.<\/li>\n<\/ul>\n\n\n\n<p>The reforms are led by the Fire and Emergency Services Commissioner, who is supported by a Steering Committee and a working group. An Executive Reference Group made up of SES and TFS senior leadership provides advice and assists the Commissioner to keep staff, volunteers and stakeholders informed on the status of the reforms. Opportunities for comment, feedback and input to implementation of the reforms are provided.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Status of Reforms<\/h3>\n\n\n\n<p>Throughout&nbsp;late 2025 and&nbsp;early 2026,&nbsp;further&nbsp;work&nbsp;to progress the&nbsp;reforms have continued.&nbsp;<\/p>\n\n\n\n<p>This&nbsp;includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a0Development and review of new\u00a0<strong>principles-based legislation\u00a0<\/strong>(draft Bill)\u00a0<strong>and regulations\u00a0<\/strong>with subject matter experts.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a0Design and development of the TFES governance structure, comprising of a new skills-based\u00a0<strong>State Fire and Emergency Services Commission<\/strong>\u00a0and its sub-committees,\u00a0along with supporting documentation including a Commission\u00a0Charter, Terms of Reference, recruitment and appointment procedures.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Drafting\u00a0of a\u00a0draft\u00a0<strong>Volunteer Charter<\/strong>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Preparation\u00a0of a\u00a0new\u00a0process to issue and manage\u00a0<strong>Infringement Notices for TFES relevant offences<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>As part of this work, extensive&nbsp;stakeholder consultation has been&nbsp;conducted, including&nbsp;regular meetings with&nbsp;the&nbsp;internal&nbsp;TFES Working&nbsp;Group,&nbsp;Unions and Volunteer Associations&nbsp;(representing employed and volunteer members of the TFSand SES).<\/p>\n\n\n\n<p>The new draft Bill&nbsp;will be sent to Cabinet for approval in&nbsp;the first quarter of 2026before being released for public consultation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u66f4\u591a\u8cc7\u8a0a<\/h3>\n\n\n\n<p><a href=\"https:\/\/www.fire.tas.gov.au\/reform\/reform-journey\">Reform Journey<\/a> (TFS website)<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Contact<\/h3>\n\n\n\n<p>For further information, to register for updates on the reforms or to request a briefing by the project team, please contact&nbsp;<a href=\"mailto:TFES.Reform@dpfem.tas.gov.au\">tfes@dpfem.tas.gov.au<\/a><\/p>\n\n\n\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>Tasmania Fire and Emergency Service (TFES) Reforms What are the TFES Reforms, and what is changing?
