A flood greater than 1% AEP will overtop the levee and increase the flood extent.<\/p>\n\n\n\n<p><em>AEP \u662f\u7528\u4f86\u8868\u793a\u7279\u5b9a\u898f\u6a21\u6216\u66f4\u5927\u898f\u6a21\u7684\u6d2a\u6c34\u5728\u7279\u5b9a\u5e74\u4efd\u767c\u751f\u7684\u53ef\u80fd\u6027\u767e\u5206\u6bd4\u7684\u8853\u8a9e\u3002.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u4ecb\u7d39<\/h2>\n\n\n\n<p>Flooding often happens in Tasmania and can cause widespread and significant damage. In the past 200 years there have been 78 flood related deaths in Tasmania. This guide is to help you understand flood risk in the Launceston and the Margaret Street areas and provide you information on what you can do to prepare for, respond and recover from a major flood.<br>The maps at the start of this document are there to provide an understanding of the impact of a major flood should the flood levee fail or overtop.<\/p>\n\n\n\n<p>Launceston\u2019s Margaret Street area is subject to flooding from the:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the South Esk River, and<\/li>\n\n\n\n<li>the kanamaluka \/ Tamar River Estuary.<\/li>\n<\/ul>\n\n\n\n<p>Major flooding of the South Esk River is the greatest risk to Margaret Street area.<br>A levee system helps to protect properties around the Margaret Street area. However, there is no guarantee they can withstand a major flood. Experiences in other countries show that levee failures can be gradual or sudden. Low lying parts of the Margaret Street area may flood quickly. Flood waters may isolate other areas.<\/p>\n\n\n\n<p>If the levee failed, people&#8217;s lives could be at risk in the Margaret Street area as evacuation would be difficult. Roads in and around the suburb will be closed due to the levee. Some other routes around Launceston may also be flooded. Isolated areas would probably not have services such as power, water and sewerage. These may take some time to restore after a major flood.<\/p>\n\n\n\n<p>The State Emergency Service, Tasmania Police and the City of Launceston have worked to identify Critical Decision Points (\u2018Trigger Points\u2019) for actions that will keep people safe in a major flood event. These are outline further in this document.<\/p>\n\n\n\n<p>If the South Esk River is predicted to reach a certain flood height, a directed mandatory evacuation will commence. If you stay, you could put yourselves and others at risk.<\/p>\n\n\n\n<p>If an evacuation is called, services such as electricity and water will be cut to reduce hazards and protect assets so services can be restored as so as possible when flood waters go down. It is much better if you follow all instructions and leave early.<\/p>\n\n\n\n<p>\u5982\u679c\u4f60\u6709\u5bf5\u7269\uff0c\u5982\u679c\u4f60\u80fd\uff0c\u4f60\u5c31\u61c9\u8a72\u5e36\u7260\u5011\u4e00\u8d77\u53bb\u3002.<\/p>\n\n\n\n<p>If you can, it is best to stay with family or friends in a safer place while your home is at risk of flooding. If you have nowhere to go, there is likely to be an evacuation centre opened at the Silverdome \u2013 55 Oakden Road, Prospect Vale. Keep checking TasALERT or listen to ABC local radio during a flood event for important information.<\/p>\n\n\n\n<p>SES, City of Launceston and\/or Tasmania Police can also provide information on where to go and how you can get there.<\/p>\n\n\n\n<p>In such flooding events, some areas may also be isolated due to flooding of the low lying areas, roads may have flood waters across them. It is dangerous to drive through flooded roads, particularly in isolated areas. It is recommended to find an alternative route.<\/p>\n\n\n\n<p><strong>\u5982\u679c\u5824\u9632\u6f70\u6c7a\u6216\u88ab\u6df9\u6c92\uff0c\u90a3\u4e9b\u5728\u63a5\u5230\u6307\u793a\u6642\u6c92\u6709\u53ca\u65e9\u64a4\u96e2\u7684\u6c11\u773e<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u5c07\u4ed6\u5011\u81ea\u5df1\u548c\u4ed6\u4eba\u7684\u751f\u547d\u7f6e\u65bc\u5371\u96aa\u4e4b\u4e2d\uff0c\u56e0\u70ba\u5efa\u7bc9\u7269\u548c\u9053\u8def\u53ef\u80fd\u5feb\u901f\u6df9\u6c34\u3001\u758f\u6563\u8def\u7dda\u88ab\u6df9\u6c92\uff0c\u4ee5\u53ca\u5176\u4ed6\u5730\u5340\u8207\u6551\u63f4\u9694\u7d55<\/li>\n\n\n\n<li>\u7121\u6cd5\u671f\u671b\u7372\u5f97\u7dca\u6025\u670d\u52d9\uff0c\u4f8b\u5982\u6551\u8b77\u8eca\u3001\u8b66\u5bdf\u3001\u6d88\u9632\u968a\u6216 SES<\/li>\n\n\n\n<li>\u7121\u6cd5\u671f\u671b\u7372\u5f97\u96fb\u529b\u3001\u71c3\u6c23\u3001\u4f9b\u6c34\u3001\u6392\u6c61\u6216\u96fb\u4fe1\u7b49\u670d\u52d9<\/li>\n\n\n\n<li>\u53ef\u80fd\u6703\u63a5\u89f8\u5230\u5ee2\u6c34\uff0c\u56e0\u70ba\u6c61\u6c34\u7cfb\u7d71\u6703\u56e0\u6c34\u91cf\u904e\u5927\u800c\u4e0d\u582a\u91cd\u8ca0\uff0c\u7121\u6cd5\u6b63\u5e38\u904b\u4f5c\u3002.<\/li>\n<\/ul>\n\n\n\n<p><strong>\u6aa2\u67e5 <a href=\"http:\/\/TasALERT.com\">TasALERT.com<\/a> \u65bc\u6d2a\u6c34\u4e8b\u4ef6\u671f\u9593\u7372\u53d6\u95dc\u9375\u8cc7\u8a0a<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"857\" height=\"1024\" src=\"https:\/\/d2tv960yzi0spr.cloudfront.net\/uploads\/2024\/07\/Launceston-Margaret-St-evacuation-routes-857x1024.png\" alt=\"\" class=\"wp-image-8641\" srcset=\"https:\/\/d2tv960yzi0spr.cloudfront.net\/uploads\/2024\/07\/Launceston-Margaret-St-evacuation-routes-857x1024.png 857w, https:\/\/d2tv960yzi0spr.cloudfront.net\/uploads\/2024\/07\/Launceston-Margaret-St-evacuation-routes-251x300.png 251w, https:\/\/d2tv960yzi0spr.cloudfront.net\/uploads\/2024\/07\/Launceston-Margaret-St-evacuation-routes-768x917.png 768w, https:\/\/d2tv960yzi0spr.cloudfront.net\/uploads\/2024\/07\/Launceston-Margaret-St-evacuation-routes-1286x1536.png 1286w, https:\/\/d2tv960yzi0spr.cloudfront.net\/uploads\/2024\/07\/Launceston-Margaret-St-evacuation-routes-1715x2048.png 1715w\" sizes=\"auto, (max-width: 857px) 100vw, 857px\" \/><\/figure>\n\n\n\n<p>Map 3: Evacuation routes to the Silverdome Evacuation Centre from the Margaret Street area.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u9ec3\u8272\u8def\u7dda \u2013 \u9014\u7d93\u60e0\u9748\u9813\u8857\u3001\u97cb\u65af\u7279\u4f2f\u91cc\u8def\uff0c\u524d\u5f80\u5967\u683c\u767b\u8def<\/li>\n\n\n\n<li>\u7d05\u8272\u8def\u7dda\u2014\u2014\u7d93\u7531\u5a01\u9748\u9813\u8857\u3001\u7c73\u5fb7\u862d\u516c\u8def\uff08\u5357\u51fa\u53e3\uff09\u3001\u5df4\u65af\u516c\u8def\u524d\u5f80\u5967\u514b\u767b\u8def\u3002.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">\u60a8\u6709\u6d2a\u6c34\u98a8\u96aa\u55ce\uff1f<\/h2>\n\n\n\n<p><strong>\u4e00\u500b%\u5e74\u8d85\u8d8a\u6a5f\u7387\uff08AEP\uff09\u7684\u6d2a\u6c34\u4e8b\u4ef6\uff0c\u5728\u4efb\u4f55\u4e00\u5e74\u767c\u751f\u7684\u6a5f\u7387\u70ba%\u3002\u60a8\u53ef\u4ee5\u9810\u671f\u4e00\u751f\u4e2d\u81f3\u5c11\u6703\u9047\u5230\u4e00\u6b21\u9019\u7a2e\u983b\u7387\u7684\u6d2a\u6c34\u3002.<\/strong><\/p>\n\n\n\n<p>\u6717\u585e\u65af\u987f\u6709\u957f\u671f\u7684\u6d2a\u6c34\u5386\u53f2\u3002\u81ea\u6b27\u6d32\u4eba\u5b9a\u5c45\u4ee5\u6765\uff1a<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>1852\u30011863 \u548c 1893 \u5e74\u662f\u6717\u585e\u65af\u9813\uff08Launceston\uff09\u6709\u7d00\u9304\u4ee5\u4f86\u7684\u56b4\u91cd\u6d2a\u6c34\u4e8b\u4ef6\u3002.<\/li>\n\n\n\n<li>1929 was the most severe flooding recorded in modern history. Over a thousand homes and buildings were damaged, with some swept from their foundations. The two suspension bridges over the Gorge area were damaged. Four thousand people were evacuated from Invermay, Inveresk and Margaret Street areas.   It was not until 1940 that Launceston recovered from the flood. The 1929 floods provided incentive to build the levees.<\/li>\n\n\n\n<li>2016 \u5e74 \u2013 \u6717\u585e\u65af\u9813\u70ba\u4e00\u5834\u91cd\u5927\u6d2a\u6c34\u4e8b\u4ef6\u505a\u597d\u4e86\u6e96\u5099\uff0c\u4e26\u95dc\u9589\u4e86\u4e00\u4e9b\u5824\u9632\u3002\u5148\u524d\u5c0d\u5824\u9632\u7cfb\u7d71\u7684\u5347\u7d1a\uff0c\u82e5\u5148\u524d\u8001\u5316\u7684\u5824\u9632\u5931\u6548\uff0c\u539f\u672c\u7d04\u53ef\u907f\u514d $2.16 \u5104\u7f8e\u5143\u7684\u640d\u5931\u3002.<\/li>\n\n\n\n<li>2022\u5e74 \u2013 \u6717\u585e\u65af\u9813\u50e5\u5016\u9003\u904e\u4e00\u5834\u56b4\u91cd\u7684\u6d2a\u6c34\u4e8b\u4ef6\u3002.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">\u6211\u61c9\u8a72\u505a\u4ec0\u9ebc\uff1f<\/h2>\n\n\n\n<p>\u8acb\u67e5\u770b\u5730\u5716\uff0c\u4e86\u89e3\u60a8\u7684\u623f\u5c4b\u6216\u4f01\u696d\u5728\u6d2a\u6c34\u671f\u9593\u6216\u5728\u5824\u9632\u4fdd\u8b77\u5340\u5167\u662f\u5426\u53ef\u80fd\u9762\u81e8\u98a8\u96aa\u3002\u5c0d\u60a8\u7684\u623f\u5c4b\u6216\u4f01\u696d\u7684\u98a8\u96aa\u53ef\u80fd\u5305\u62ec\u6f5b\u5728\u7684\u6df9\u6c92\uff0c\u6216\u662f\u6c34\u96fb\u670d\u52d9\u7684\u55aa\u5931\u4ee5\u53ca\u8207\u5916\u754c\u9694\u7d55\u3002.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u6e96\u5099\u60a8\u7684\u5c45\u5bb6\u8207\u4f01\u696d\u7dca\u6025\u61c9\u8b8a\u8a08\u756b\u3002\u8003\u616e\u5728\u758f\u6563\u60c5\u6cc1\u4e0b\u60a8\u9700\u8981\u505a\u4ec0\u9ebc\uff0c\u4ee5\u53ca\u60a8\u9700\u8981\u651c\u5e36\u54ea\u4e9b\u7269\u8cc7\u3002\u8acb\u53c3\u95b1 <a href=\"https:\/\/d2tv960yzi0spr.cloudfront.net\/uploads\/2024\/10\/Get-Ready-Emergency_Digital_7-Oct-2024-ART.pdf\">\u70ba\u7dca\u6025\u60c5\u6cc1\u505a\u597d\u6e96\u5099<\/a>&nbsp;\u2013 \u70ba\u500b\u4eba\u548c\u5bb6\u5ead\u6e96\u5099\u61c9\u6025\u63aa\u65bd\u7684\u6307\u5357\u3002.&nbsp;<\/li>\n\n\n\n<li>\u8a55\u4f30\u60a8\u7684\u623f\u5c4b\u6216\u4f01\u696d\uff0c\u4e26\u505a\u597d\u6e96\u5099\uff0c\u4ee5\u6700\u5927\u7a0b\u5ea6\u5730\u6e1b\u5c11\u6f70\u5824\u53ef\u80fd\u9020\u6210\u7684\u6d2a\u6c34\u640d\u5bb3\u3002.<\/li>\n\n\n\n<li>\u5982\u679c\u60a8\u7531\u65bc\u6b98\u75be\u3001\u75be\u75c5\u6216\u884c\u52d5\u4e0d\u4fbf\u800c\u6709\u984d\u5916\u9700\u6c42\uff0c\u6700\u597d\u5728\u6d2a\u6c34\u4e8b\u4ef6\u767c\u751f\u524d\u5c31\u8003\u616e\u5230\u60a8\u5728\u6d2a\u6c34\u4e8b\u4ef6\u4e2d\u53ef\u80fd\u5b58\u5728\u7684\u5177\u9ad4\u9700\u6c42\u3002.<\/li>\n\n\n\n<li>\u60f3\u60f3\u60a8\u8eab\u908a\u53ef\u80fd\u9700\u8981\u5e6b\u52a9\u7684\u5bb6\u4eba\u3001\u670b\u53cb\u548c\u9130\u5c45\uff0c\u4e26\u5c07\u4ed6\u5011\u7d0d\u5165\u60a8\u7684\u500b\u4eba\u8a08\u756b\u4e2d\u3002<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">\u6c23\u8c61\u5c40 (BoM) \u9810\u5831\u3001\u8b66\u5831\u548c\u89c0\u6e2c<\/h2>\n\n\n\n<p>\u570b\u6c11\u9ee8\u767c\u5e03\u4e86\u4e00\u4efd <strong>\u6d2a\u6c34\u6ce8\u610f <\/strong>when predicted weather might cause floods for the South Esk River. A Flood Watch may:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u9069\u7528\u65bc\u7279\u5b9a\u5340\u57df\uff0c\u4f8b\u5982 <strong>\u5357\u57c3\u65af\u514b\u6cb3<\/strong> \u96c6\u6c34\u5340\uff0c\u6216<\/li>\n\n\n\n<li>\u53ef\u64f4\u5c55\u70ba\u4f8b\u5982 <strong>\u4e2d\u90e8\u5317\u90e8\u6cb3\u6d41\u6d41\u57df<\/strong><\/li>\n<\/ul>\n\n\n\n<p>\u7269\u6599\u6e05\u5355\u95ee\u9898<strong> \u6d2a\u6c34\u8b66\u544a<\/strong> with specific flood heights for the South Esk River. Flood gauges along the rivers provide warnings of flood heights and the possible impacts in Launceston. Tides can also add to the flooding risk around the Margaret Street area.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u95dc\u9375\u6c7a\u7b56\u9ede<\/h2>\n\n\n\n<p>The South Esk River has pre-determined critical decision points at which an evacuation may be declared.
