A flood frequency greater than 1% AEP will overtop the existing levee system and increase the flood extent.<\/p>\n\n\n\n<p><em>*AEP is a term used to the express the percentage of likelihood of a flood, of a given size or larger, occurring in a given year<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Introduction<\/h2>\n\n\n\n<p>Flooding often happens in Tasmania and can cause widespread and significant damage. In the past 200 years there have been 78 flood related deaths in Tasmania. This guide is to help you understand flood risk in the City and East Launceston areas and provide you information on what you can do to prepare for, respond and recover from a major flood.<\/p>\n\n\n\n<p>The maps at the start of this document are there to provide an understanding of the impact of a major flood should the flood levee&#8217;s fail or overtop.<\/p>\n\n\n\n<p>The river edge areas of City and East Launceston are subject to flooding from the:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>South Esk River;<\/li>\n\n\n\n<li>North Esk River; and<\/li>\n\n\n\n<li>the kanamaluka \/ Tamar River Estuary.<\/li>\n<\/ul>\n\n\n\n<p>Major flooding of the South Esk River is the greatest risk to the City and East Launceston levee protected areas. A combined South Esk and North Esk flood event would increase the risk of flooding.<\/p>\n\n\n\n<p>The City Levee reduces flood risk for the city river edge areas. The East Launceston Levee reduces flood risk for the lower East Launceston area adjacent to the floodplain.<\/p>\n\n\n\n<p>There is no guarantee the levees will withstand a major flood. Experiences in other countries show that levees can fail, both gradually and suddenly. If the levees fail, low lying parts of the City and East Launceston may flood quickly. Flood waters may isolate other areas.<\/p>\n\n\n\n<p>The State Emergency Service, Tasmania Police and the City of Launceston have worked to identify Critical Decision Points for early evacuations and other actions to keep people safe in a major flood event. These are outlined further in this document.<\/p>\n\n\n\n<p>If the South Esk River is predicted to reach a certain flood height a directed mandatory evacuation of the levee protected areas will commence.&nbsp; If you stay, you could put yourselves and others at risk.<\/p>\n\n\n\n<p>If an evacuation is called, services such as electricity, water and gas will be switched off to reduce hazards and protect assets so services can be restored as soon as possible when flood waters go down.<\/p>\n\n\n\n<p>If you live, work, or visit these areas it is important that you follow all instructions during a flood event, especially warnings to evacuate the area early.<\/p>\n\n\n\n<p>If you have pets, you should take your animals with you if you can.<\/p>\n\n\n\n<p>If you can, it is best to stay with family or friends in a safer place while your home is at risk of flooding.&nbsp;<\/p>\n\n\n\n<p>If you have nowhere to go, there is likely to be an<strong> evacuation centre opened at the Silverdome \u2013 55 Oakden Road, Prospect Vale<\/strong>. <\/p>\n\n\n\n<p>Keep checking <a href=\"https:\/\/alert.tas.gov.au\/\">\u5854\u65af\u8b66\u5831<\/a> or listen to ABC local radio during a flood event for important information.<\/p>\n\n\n\n<p>SES, City of Launceston and\/or Tasmania Police can also provide information on where to go and how you can get there.<\/p>\n\n\n\n<p>In such flooding events, some areas may also be isolated due to flooding of the low lying areas, roads may have flood waters across them. It is dangerous to drive through flooded roads, particularly in isolated areas. It is recommended to find an alternative route.<\/p>\n\n\n\n<p><strong>If the levees fail or are overtopped, people who did not evacuate early when directed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>put their lives and the lives of others at risk due to the likely rapid flooding of some buildings and roads, the flooding of evacuation routes, and the isolation of other areas from help;<\/li>\n\n\n\n<li>cannot expect to have access to emergency services such as ambulance, police, fire, or SES;<\/li>\n\n\n\n<li>cannot expect to have services such as electricity, gas, water, sewerage or telecommunications;<\/li>\n\n\n\n<li>may be exposed to waste water as the sewerage system will be overwhelmed with water and not function;<\/li>\n\n\n\n<li>all utility services may be unavailable for an extended period after a flood.<\/li>\n<\/ul>\n\n\n\n<p><strong>Check <a href=\"http:\/\/TasALERT.com\">TasALERT.com<\/a> for key information during a flood event<\/strong><a href=\"https:\/\/alert.tas.gov.au\/\">.<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u60a8\u6709\u6d2a\u6c34\u98a8\u96aa\u55ce\uff1f<\/h2>\n\n\n\n<p><strong>A 1% Annual Exceedance Probability (AEP) flood event has a 1% chance of occurring any given year. You can expect to see a flood of this frequency at least once in your life.<\/strong><\/p>\n\n\n\n<p>Newstead and Launceston have a long history of flooding.&nbsp; Since European settlement:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>1852, 1863 and 1893 were serious flood events recorded for Launceston.<\/li>\n\n\n\n<li>1929 was the most severe flooding recorded in modern history. Over a thousand homes and buildings were damaged, with some swept from their foundations. The two suspension bridges over the Gorge area were damaged. Four thousand people were evacuated from Invermay, Inveresk and Margaret Street areas. It was not until 1940 that Launceston recovered from the flood. The 1929 floods provided incentive to build the levees.<\/li>\n\n\n\n<li>2016 \u2013 Launceston prepared for a major flood event and closed some levees. Previous upgrades of the levee system helped avoid losses of about $216 million, had the previous ageing levees failed.<\/li>\n\n\n\n<li>2022 \u2013 Launceston narrowly escaped a major flooding event.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">\u6211\u61c9\u8a72\u505a\u4ec0\u9ebc\uff1f<\/h2>\n\n\n\n<p>Check the map to see whether your home or business is likely to be at risk during a flood or in a levee protected area. The risks to your home or business may be potential inundation, or the loss of utility services and isolation.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prepare an Emergency Plan for your home and business. Consider what you need to do in the event of an evacuation and what you will need to take with you. See <a href=\"https:\/\/d2tv960yzi0spr.cloudfront.net\/uploads\/2024\/10\/Get-Ready-Emergency_Digital_7-Oct-2024-ART.pdf\">\u70ba\u7dca\u6025\u60c5\u6cc1\u505a\u597d\u6e96\u5099<\/a>&nbsp;\u2013 \u70ba\u500b\u4eba\u548c\u5bb6\u5ead\u6e96\u5099\u61c9\u6025\u63aa\u65bd\u7684\u6307\u5357\u3002.&nbsp;<\/li>\n\n\n\n<li>Assess your home or business and prepare it to minimise possible flood damage in the event of a levee failure.<\/li>\n\n\n\n<li>If you have extra needs due to disability, illness or lack of mobility, it is a good idea to think about what your specific needs might be in a flood event before a flood event happens.<\/li>\n\n\n\n<li>Think about family, friends and neighbours who live close by who may need help, consider including them in your personal plan<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Bureau of Meteorology (BoM) Forecasts, Warnings, and Observations<\/h2>\n\n\n\n<p>The BoM issues a <strong>Flood Watch <\/strong>when predicted weather might cause floods for the South Esk River. A Flood Watch may:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>be for a specific area such as the <strong>South Esk River<\/strong> catchment, or<\/li>\n\n\n\n<li>be generalised such as for <strong>Central North river basins<\/strong><\/li>\n<\/ul>\n\n\n\n<p>The BoM issue<strong> Flood Warnings <\/strong>with specific flood heightsfor the South Esk River. &nbsp;Flood gauges along the rivers provide warnings of flood heights and the possible impacts in Launceston. Tides can also add to the flooding risk of the river edge areas Launceston.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Critical Decision Points<\/h2>\n\n\n\n<p>The North Esk and South Esk rivers have pre-determined triggers for an evacuation to be declared. Tasmania Police and SES will issue the evacuation notice.<\/p>\n\n\n\n<p><strong>Evacuation Decision Point &#8211;<\/strong> Water volume flowing at the <strong>South Esk River at Trevallyn Dam<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mandatory Evacuation \u2013 <strong>BoM Major Flood Warning &#8211; 131.24 mAHD<\/strong> or 2500 cumecs (m\u00b3\/s)<\/li>\n<\/ul>\n\n\n\n<p>Keep up to date with warnings and other key information at <a href=\"https:\/\/alert.tas.gov.au\/\">tasalert.com<\/a> or listen to ABC local radio. BOM warnings can be found on their website at <a href=\"http:\/\/www.bom.gov.au\/tas\/?ref=hdr\">Tasmania Weather and Warnings (bom.gov.au)<\/a><\/p>\n\n\n\n<p><em>*What is a cumec of water? &#8211; One cumec equals one cubic meter of water flowing past a point in one second. As soon as an incident is reported, TasALERT published basic information including the type and location of incident.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/figure>\n\n\n<p><strong>No two floods are the same. Floods like the one shown in the map or worse will occur again.<\/strong><\/p>\n\n\n\n<p><strong>If you live in a low-lying area you may be at risk of flooding if the levee system fails. Consider leaving &nbsp;&nbsp;early. Even if your home is not flooded, access to the area will be restricted. There may not be utility services such as power and water for some time.<\/strong><\/p>\n\n\n\n<p><strong>Never drive through or enter flood waters.<\/strong><\/p>\n\n\n\n<p><strong>Knowing what to do can save your life and help protect your property. Preparing a Home Emergency Plan is one of the best ways to prepare.<\/strong><\/p>\n\n\n\n<p><strong>Include the stages of evacuation and triggers for action in your Home Emergency Plan.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Flood levels at East Launceston and City areas<\/h2>\n\n\n\n<p>While no two floods are the same, the following table shows what you can expect at different flood levels around the East Launceston and city levee protected areas. Even if your property is not flooded, you need to think about access routes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Minor Flood Warning \u2013 South Esk River @ Trevallyn Dam 128.20 mAHD<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No residences at risk of inundation in the levee protected areas.<\/li>\n\n\n\n<li>No roads are affected by flooding.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Moderate Flood Warning \u2013 South Esk River @ Trevallyn Dam &#8211; 130.16 mAHD \/ 1600 cumecs (m\u00b3\/s)<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No residences at risk of inundation in the levee protected areas.<\/li>\n\n\n\n<li>Henry Street will be flooded and will remain closed.<\/li>\n\n\n\n<li>Glebe Farm Road may be closed by levee gate closure.<\/li>\n\n\n\n<li>Roads close to the area may become inundated and this can also be influenced by the tides including:\n<ul class=\"wp-block-list\">\n<li>Henry Street<\/li>\n\n\n\n<li>Hoblers Bridge Road and <\/li>\n\n\n\n<li>Station Road.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>West Tamar Highway may be impacted<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Major Flood Warning \u2013 South Esk River @ Trevallyn Dam &#8211; 130.95 mAHD \/ 2250 cumecs (m\u00b3\/s)<\/h2>\n\n\n\n<p>Mandatory Evacuation \u2013 2500 cumecs (m\u00b3\/s)<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mandatory evacuation of residences being at risk of flood will commence if forecast flooding exceeds 2500 cumecs (m\u00b3\/s) &#8211; the critical decision point.<\/li>\n\n\n\n<li>Areas at risk for evacuation: \n<ul class=\"wp-block-list\">\n<li>Lower Charles Street<\/li>\n\n\n\n<li>William Street, Esplanade<\/li>\n\n\n\n<li>Shields Street<\/li>\n\n\n\n<li>Lower St Johns Street<\/li>\n\n\n\n<li>Tamar Street<\/li>\n\n\n\n<li>Cimitiere Street<\/li>\n\n\n\n<li>Boland Street<\/li>\n\n\n\n<li>Willis Street<\/li>\n\n\n\n<li>Lawrence Street<\/li>\n\n\n\n<li>Innes Street<\/li>\n\n\n\n<li>Racecourse Cresent<\/li>\n\n\n\n<li>Dowling Street<\/li>\n\n\n\n<li>Broadlands Drive<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Tasmania Police will direct an evacuation and secure the evacuated area.<\/li>\n\n\n\n<li>Hoblers Bridge Road is flooded and closed.<\/li>\n\n\n\n<li>Henry Street will be flooded closed.<\/li>\n\n\n\n<li>West Tamar Highway will be flooded and closed depending on the tide height.<\/li>\n\n\n\n<li>Charles Street Bridge will be closed and there will be restriction of through traffic to travel north of the city.<\/li>\n\n\n\n<li>There is the possibility for flooding to exceed the height of the levees. If this happens flood waters will enter Invermay and Inveresk.<\/li>\n<\/ul>\n\n\n\n<p><br><strong>\u4e86\u89e3\u4f60\u7684\u98a8\u96aa\uff0c\u505a\u597d\u6e96\u5099\uff0c\u76e1\u53ef\u80fd\u964d\u4f4e\u98a8\u96aa\uff0c\u8207\u4ed6\u4eba\u806f\u7e6b\uff0c\u4fdd\u6301\u8b66\u60d5\u4e26\u5b89\u5168\u884c\u52d5\u3002.<\/strong><\/p>\n\n\n\n<h1 class=\"wp-block-heading\">BEFORE<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">1.&nbsp;&nbsp;&nbsp; Know your risk <a><\/a><\/h2>\n\n\n\n<p>Depending on your location, you may experience floods differently. However if you live in the flood prone areas of East Launceston and the city areas you may be impacted by flood waters and not have power, gas, water and sewerage services should there be a major flood and levees are breached or fail.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2.&nbsp;&nbsp;&nbsp;
