The project uses the&nbsp;<a href=\"https:\/\/collaborating4inclusion.org\/home\/pcep\/\">Person-centred Emergency Preparedness (P-CEP) approach<\/a>. P-CEP recognises:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Everyone is an expert in their own life. This can be:\n<ul class=\"wp-block-list\">\n<li>By our project team, often working with others<\/li>\n\n\n\n<li>By other organisations supported by our project team or<\/li>\n\n\n\n<li>By disability support providers or others, using project and P-CEP guides.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Support to build knowledge about P-CEP in Tasmania.<\/li>\n\n\n\n<li>Scenario exercises to help disability support providers test their emergency plans.&nbsp; They need to keep supporting people during emergencies.<\/li>\n\n\n\n<li>New guiding materials on how to get ready for emergencies that aligns with P-CEP. &nbsp;<\/li>\n\n\n\n<li>Joining community events to talk with people about getting ready for emergencies.<\/li>\n\n\n\n<li>Support disability inclusive emergency planning.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>The project started in April 2024. It will go for 3 years. Being prepared is one of the best ways to reduce the impacts of floods, bushfires and other emergency events.<\/p>\n\n\n\n<p>The project is to directly support people with disability to plan for emergencies in ways that recognise their personal circumstances. The project uses the <a href=\"https:\/\/collaborating4inclusion.org\/home\/pcep\/\">Person-centred Emergency Preparedness (P-CEP) approach<\/a> developed in New South Wales. The Tasmanian <a href=\"https:\/\/www.ses.tas.gov.au\/vi\/\">State Emergency Service (SES)<\/a> with the <a href=\"https:\/\/www.fire.tas.gov.au\/\">Tasmania Fire Service (TFS)<\/a> is managing the project with resourcing from the <a href=\"https:\/\/nema.gov.au\/disaster-ready-fund\">Australian Government\u2019s Disaster Ready Fund<\/a>.<\/p>\n\n\n\n<p>The project proposal developed from a forum including people from emergency services and the disability sector (including people with disability) held in February 2023. The project\u2019s steering committee and supporting advisory group are currently overseeing the project\u2019s establishment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Intended outcomes<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>People with disability:<ul><li>actively participate in their own disaster preparednesshave increased levels of disaster resilience<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>&nbsp;are safer during and after disaster events.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>People with disability, support providers, and emergency services collaborate to improve the safety of people with disability during and after disasters.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Project Outputs\/activities<\/strong><\/h2>\n\n\n\n<p>The project will deliver:<\/p>\n\n\n\n<ol style=\"list-style-type:1\" class=\"wp-block-list\">\n<li><strong>P-CEP Implementation \u2013 direct support for individuals and households living with disability<\/strong> in communities with high exposure to flood and\/or bushfire (the primary focus of the project)<\/li>\n\n\n\n<li><strong>Disability support provider emergency preparedness support<\/strong> focusing on flood and bushfire hazard awareness though:\n<ul class=\"wp-block-list\">\n<li><span style=\"color: initial;\">providing local hazard exposure information and<\/span><\/li>\n\n\n\n<li>facilitating discussion exercises for disability support providers to develop, test and refine their emergency plans.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Redevelopment of the SES home emergency plan to incorporate P-CEP principles, easy English and a visual style, <\/strong>to help make preparedness information more accessible and useful for many people, including people with disability<\/li>\n\n\n\n<li><strong>Direct community engagement activities with a focus on people with disability, <\/strong>including for example at <a href=\"https:\/\/www.bushfirereadyneighbourhoods.tas.gov.au\/\">Bushfire Ready Neighbourhoods<\/a> (BRN) events, <a href=\"https:\/\/www.ses.tas.gov.au\/vi\/storm-and-flood-ready-program\/\">Storm and Flood Ready<\/a> (SAFR) program activities, agricultural shows and other local events<\/li>\n\n\n\n<li>A secondary aim of the project is<strong> to advocate for and support <a href=\"https:\/\/collaborating4inclusion.org\/diep\/\">disability inclusive emergency planning<\/a><\/strong>, particularly in flood and bushfire planning.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Rationale<\/strong><\/h2>\n\n\n\n<p>People with disability can be at increased risk during disasters. People with disability often have specific needs in the face of emergency events, which need to be considered alongside their other care needs and personal circumstances.&nbsp; The lessons learnt from recent major bushfire and flood disasters drive the need for emergency planning for people at increased risk in emergencies due to disability.&nbsp;<\/p>\n\n\n\n<p>The project is supported by and supports the <a href=\"https:\/\/www.ses.tas.gov.au\/vi\/storm-and-flood-ready-program\/\">State Emergency Service\u2019s Storm and Flood Ready (SAFR) program<\/a> plus the <a href=\"https:\/\/www.bushfirereadyneighbourhoods.tas.gov.au\/\">Tasmania Fire Service\u2019s Bushfire Ready Neighbourhoods program<\/a>.<\/p>\n\n\n\n<p>Skill and knowledge development across SES, TFS and disability service providers will extend beyond the scope of this project.&nbsp; This project will enable ongoing disaster preparedness capabilities in the disability support sector.&nbsp; People in SES and TFS will also have a better knowledge of the needs of people with disabilities before, during and after floods, storms and bushfires.&nbsp; There will be better connections between these two sectors, benefitting all Tasmanians beyond the scope of this project.&nbsp; While this project is focused on storm, flood and bushfire events, there can be many aspects relevant across other hazards and climate change more generally.<\/p>\n\n\n\n<p>To contact the project team, please email pcep@ses.tas.gov.au.<\/p>\n\n\n\n<p>.<\/p>","protected":false},"excerpt":{"rendered":"<p>This project helps people living with disability in Tasmania to be ready for: Access help to get ready for emergencies.
