
Natural Disaster Mitigation Programme
The
Natural Disaster Mitigation Programme (NDMP) is aimed at identifying and
addressing natural disaster risk priorities.
Funds
are available for natural disaster mitigation works, measures and related
activities that contribute to safer, sustainable communities better able
to withstand the effects of natural disasters.
Through
the programme, the Australian and state governments, in partnership with
local agencies, will work towards reducing the immense toll that natural
disasters wreak on
Australia's
communities.
Funding
Arrangements
All three spheres of government provide funding under the Natural Disaster Mitigation Programme. Generally, the Australian Government contributes up to one third of approved project costs. The State Government will provide one third of the funding through Agencies that agree to support projects. Local agencies and in some cases private sector contributors may make up the balance.
In-kind contributions are permitted, the value of which must be detailed in the application and expressed in monetary terms.
Eligibility
Organisations
eligible to apply for funding under the Natural Disaster Mitigation
Programme are:

Local agencies that are responsible for disaster management and disaster
mitigation works (eg. local councils, indigenous community councils,
catchment management authorities); and
-
State government agencies, where that agency is the relevant responsible
agency.
Local agencies
may apply for funding either individually or in coalition with other
eligible organisations. Private sector participation is permitted but
applications must still be endorsed and submitted through the appropriate
local or State government agency.
Eligible
Projects
A wide range of
natural disaster mitigation works, measures and related activities qualify
for funding under the Natural Disaster Mitigation Programme. These include:

natural disaster risk management studies;
-
disaster mitigation strategies;
-
disaster warning systems;
-
community awareness and readiness measures;
-
land and building purchase schemes in high risk areas;
-
investment in disaster resilient public infrastructure; and
-
structural works to protect against damage (eg, cyclone shelters, flood
levees and retarding basins, bushfire asset protection zones).
In general, priority is
given to funding cost-effective projects with high returns.

Successful
projects
Ineligible
Projects
Projects that
are generally not eligible for funding under the Natural Disaster
Mitigation Program include:
-
measures that are part of normal land management responsibility;
-
on-going maintenance of existing works and measures;
-
restoration and reconstruction of roads unless they are essential parts
of a comprehensive approach to natural disaster mitigation, such as
improving emergency access capacity;
-
reimbursement for works and measures already undertaken; and
-
projects designed to protect or which provide a commercial advantage to
new developments (this is the responsibility of the developer and should
be controlled through land use planning measures).
